This was not addressed in CF 6.4 Beta 1, and is still an issue. Presumably this comment of mine (which was not acknowledged) in an existing thread was not seen/considered. The issue also means that the Clipboard Manager appears unexpectedly when locking/unlocking before having shown the Clipboard Manager at least once during the Windows session.
